Dr. Delly Maulana, MPA is one of the outstanding alumni of the Doctor of Public Administration Program at Diponegoro University who has successfully demonstrated academic achievement and strategic leadership at the higher education institutional level. Completing his doctoral studies at Diponegoro University in 2019, he presented a dissertation entitled “The Policy of Regional Budget (APBD) Formulation in the Banten Provincial Government in 2018” under the supervision of Prof. Dr. Endang Larasati, MS, which reflects his expertise in public policy, governance, and regional financial management.
Since 2018 to the present, Dr. Delly Maulana, MPA has been entrusted with serving as the Dean of the Faculty of Social Sciences, Political Science, and Law (FISIPKUM) at Serang Raya University (UNSERA). Under his leadership, FISIPKUM UNSERA has experienced strengthened institutional governance, enhanced performance in the university’s three core pillars (education, research, and community service), and the development of an academic culture adaptive to the dynamics of public policy and regional development challenges. His leadership reflects the integration of doctoral academic competence with strategic managerial practice within the higher education environment.
As an academic with the functional position of Associate Professor (Lektor Kepala) in Public Administration, Dr. Delly Maulana, MPA actively develops research and scientific publications at national and international levels. His works largely focus on public policy, decentralization, governance, smart city initiatives, environmental and maritime policy, and public service innovation. Several of his articles have been published in reputable national journals (SINTA 2) and reputable international Scopus Q1 and Q2 journals, demonstrating the tangible contribution of Undip alumni to the development of public administration science based on high-quality research.
Beyond academic activities, Dr. Delly Maulana, MPA is also active in various strategic organizations, including as Vice Chairman of the Indonesian Association for Public Administration (IAPA) Banten Chapter, an executive member of the Indonesian Association of Muslim Intellectuals (ICMI) Banten, the Indonesian Ulema Council (MUI) Banten, and as a manager of scientific journals. This involvement affirms the role of Undip’s Doctor of Public Administration alumni not only as academics but also as policy actors and opinion leaders in strengthening public governance and democracy at the regional level.
The success of Dr. Delly Maulana, MPA in serving as Dean of FISIPKUM UNSERA for more than one term is clear evidence that graduates of the Doctor of Public Administration Program at Diponegoro University are capable of excelling with integrity and creating broad impacts for institutional development, scholarship, and regional development.
